Would this work as a power supply lead for a HD Fury 2?

Dimensions are the ones you need but the polarity is reversed. So using it could destroy your HDFury.
Look for one with + on the outer diameter and - (mass) on the inner diameter, or modify this one yourself.

Looks like all of them are in this format Sad

How can I reverse the polarity?

Cut the cable and you should see two wires, mostly red for + and black for -
Strip all four ends and solder red to black on both wires. Simple.
Don't forget to isolate them with electrical tape or shrinking tubes.

Should I make 2 cuts, one near the USB end and one near the connector end?

No need to cut the cable on two places.
Of course, the cleanest and best looking way is achieved when you can dismount the connector (USB or jack-side), switch the cables and mount it back. Like in the picture below.
But most cable connectors are molded and cutting them is the only option.
Or keep searching the net for negative USB to 2,5 jack barrel cable. Not so common, but they exist.

Off the top of my head.

Provide 1 amp at 5 volts regulated (+ - 5%) with negative polarity on the CENTER pin and positive polarity on the outer barrel.
