friend of mine has a lcd tv with ccfl backlights and there are 3 "distinct" horizontal bars and at the transition there is uneven brightness.
its all over the tv the uneven brightness just most notable at dark and light scenes at the edges of the 3 bars (like a flag)

I'm really surprised that the set doesn't shut down, sensing backlight issues.
It does sound like either a bad panel or a bad backlight(s). In either case, it can't be fixed.

Do you see the issue in the menu?
And how about if you switch to a non used input and have a full blue screen?

there is a test picture in the menu and i don`t see the problem there.
i have however not put up a full blue screen yet but will shortly.
