RGB PORT 3 MUTE problem

I have an RGB board that the PORT3 led and MUTE led keep lighting up. My 4 volt reference drops off on the vertical board. Ive checked all the boards in another projector and they all work. Except for the controller board. Could a bad controller board cause this problem? Thanks
