Hi all, I'm trying to seal my HV boots with silicone, like in this image

but I cannot completely fill the boot with silicone, I've been able to fill it only for an inch or less. Is it ok or do I have to completely fill it?

the loose fitting sleeve is only about an inch long but the further in you get it the better. If you can't get it all the way back then that will have to be good enough. The main idea here is to block the leak-path for high voltage. Otherwise it tends to follow the black carbon deposits that build up on the outside of the wire.
cleaning the wire throughly with Alchohol is just as important as the Silicone.
