What do you do when there isn't enough adjustment to align the crosshairs? I have the red aligned but there isn't enough movement to align the blue.

Rasters or horizontal phase aren't centered.

First check that Hphase is set so that picture is in center of raster.
Then adjust R/B convergence center zones to 50/50 and then adjust pictures to tube center with shift pots.
Now picture is centered on all tubes and if crosshairs are not aligned on screen then your mechanical tube alignment need tweaking.
