The c-element although in the light path is not in focus. A little bit of dust on it won't be seen on screen. If you insist on cleaning it, if it's still in the projector, a lens brush is all that's needed. If it's out of the projector, a mixture of warm soapy water (dish washing liquid) and the softest cloth you can find that's allowed to soak in the water for a while will work. Avoid touching the clear part of the element with your fingers and only use enough pressure with the cloth to remove the dirt. Rinse with clean water and stand it on it's edge so that all the water droplets run off.
Be very aware that the element is plastic and will scratch with ease.

I use RO/DI water to rinse off my lenses. It takes care of most everything without leaving a residue.
