I dropped a screw in the chasis and had to dig it out. In order to get it out I had to move the blue tube(had to remove the lens and lens holder) around along with the DE and DD boards.
Turning it back on the blue tube will go full bright and stay there, not even cutting off the blue tube will stop it. I turn it off and then on again and it does the same thing, the third time it will usually stay full bright. I noticed that if I leave the deflection board up it seems to go away but when I put it down it will come back on startup. I unplugged the socket and plugged it back it in and that didn't do anything to stop the full bright.

You have a loose connector on the tube, the video output board or the tube socket itself. Did the socket come off and you had to reseat it? Check the CRT pins, one might have been bent when you put the socket back on, that happens all the time.

There is also the issue that that the blue tube is rater is showing around the edges then the center when it starts up(not going to full bright) but there is a dark circled section in the center. The test patterns show up fine and what ever image I have thrown up seems to show ok.
