It also depends though on the Gain settings fo each tube, on a G70 the tubes are driven pretty hard at default settings.

It is not that odd that you need brightness at that level to not crush black. The issue with CRTs is that there is a phosphor output curve with relation to excitement. If you set brightness low enough that "black" is really black, then something like 3 or 5 IRE will not have enough light output to be visible.
Generally speaking, you can modify the shape of the low end of the gamma curve which will allow you to lower the brightness a couple of clicks. This is the "gamma mods" talked about around here. Get your PJ set up as best as you can, then bump the brightness down to about 3-5 points and watch (you will be crushing the lows). But, if you find that black level more satisfying, use one of the techniques to reshape the gamma curve. You'll get the blacks of the 3-5 point lower gamma setting and the shadow detail of your current calibrated setting.

Yes that could very well be correct for you PJ.
The brightness seems a little high compared to my setup, but it depends a host of factors including the BIAS setting for each tube, age etc.
Do you have access to a color meter? With a higher brightness setting you may be hurting your gamma and contrast ratio.
