Forgive the ignorance, I know all you guys are CRT Zen Masters....

Are the small Red Green Blue cables coming off the VIM board with the mini-rca connectors actually carrying the video signal (image) to the tubes?

They sure do. The VIM switches and takes in raw RGB, strips sync from green if necessary, adds on-screen text and test patterns when needed, and controls contrast levels, so it is sort of a "video preamp" which feeds the neckboards on the back of each tube. The neckboards are like power amps to the electron guns and supply the signals as + and - 85 volts to the electron guns. Other signals go to the control board and deflection processor board to synchronize H and V sweep to drive the raster in tune with the incoming signals.
