To read as low as 10IRE, you just need to extend the time to 1000ms. I don't suggest you set it like that to take continuous readings when first playing with the gains/cuttoffs between say 30 and 70IRE, just set it there when you do the final 0-100IRE readings. 10 seconds per reading only takes about 2 minutes total.

Consistent does not mean accurate. Smile Everything I've ever seen says they cheapies are not really accurate below 30 IRE.

That's true. Consistent does not mean accurate. But then, no projector seems to do well under 30 and even the pro's say to set the 10/20 IRE level by eye instead of with a sensor as none of the sensors (even the $1K ones) seem that accurate at low levels.
