Yep. AVS has it. AVS doesn't use phpBB however. They use vBulletin which costs $160 plus $30/year for updates.
When I put together the forum here 2 years ago, it was more of a "let's do it and see what happens" type of thing. Curt wanted to try it out, I wanted to learn about installing/maintaining forums. We could always convert, but that would be a lot of work. I've added 50-80 custom mods to the base phpBB.
