Watching the NFL playoffs this past weekend I noticed I have plenty of over scan (top and bottom banners partially off screen). This is only with the OTA HDTV YPbPr input.
If I adjust the vertical shift I notice video rolling out of view on the top and video entering the screen on the bottom. I don't have the same issue on the sides. So I'm not seeing 100% of the broadcast video.
Is this typical? The video is well within the raster, I just can't get all of it to display.

Did you try hooking up you OTA HDTV source to a different device to see if the results are the same. Just to determine if your source is produceing the full image.
