Are new XG LC tubes still available? If so what is the going rate for the blue and green?

$695 each I think, but you need to send the old housings to VDC to fit the new ones into the old housings. VDC has no spare housings.

Are those new OEM's or rebuilds? These are the LC tubes correct?

Yes, brand new. VDC only changes the glass tube part, that's why they need your old housings.
