Its unlikely that the fans are the cause of the projector not starting. I would suggest that the projector is not starting so the fans don't either.

If you look through the posts on this site as well as the projector documentation you will have enough knowledge to determine where the issue is.

It could be a "Scan Fail" issue or even just a bad Power Supply.

I am not sure about the Cine 7. Is there an LED on the back that lights up when power is supplied to the projector? Its usually red when the projector is off and then goes to green when you start the projector.

If its red when power is supplied to the projector before you try to start it then power is supplied to the PSU. If you press the power button on the remote and that LED stays red then its not coming out of standby.

There are other LEDs in the set that will help you with where the issue is. Check the manual for Scan Fail.

When the remote is pressed to start, you can see that a row of LEDs in front of the machine will intermittently light up green, while the red LED of the standby power supply will always light up. And all fans always stop working

The green LEDs are always supposed to be green and be on solid when the projector is on. If they are turning on and off, there is a fault condition in the projector, causing the projector to turn on and then off again. It will repeat that 3 times before shutting down completely if the fault remains.

Yes, I don't know which board the problem is on. I've never encountered this situation before。

It won't be easy to narrow down. That's where you have to sit with the service manual and check to see what circuits are working.
