Mac, that did something, it now reads 6.00vdc on pins 3 and 4

Put D402 back in and verify the DC is back down.

Did you test that diode?

I tested the diode and it was fine, it read 590 one way and open the other.

With D402 in place pins 3 and 4 read 2.40 vdc again

Ok, we're getting closer so dont get frustrated.

How hard is it to remove RR446 and RR421? They should be in that same vicinity. If not to hard then remove them and test your DC again.

Hold on, I found RR446, its a regular resistor thank god, but I cannot locate RR421...

They are both resistors. RR446 is a 1 watt so it should be to small. RR421 maybe smaller though.

Just try that one first then. Remove it and test your DC

Ok, sorry it took so long, that board is not easy to get out and back in, it still reads 2.4vdc on pins 3 and 4

It is directly connected to 1 leg of the RR446 that you have removed. It's also directly connected to RR424 and TR420

Found it! its located on the other side, its one of them wafer deals, ill be able to remove it

Ok, couple things for you to do. Near that CPU there should be an 8 pin header which is just a connector with pins to connect something to. Make sure none of the pins are bent or touching, if there are pins sticking up.

Then locate 2 electrolytic caps. C507 and C498. Remove them and test your DC. Should be near the CPU
