Its a distinction that every county commissioner and tax assessor in my county are missing. The are PART of the problem. They are the leeches of the condition and they wholly support it. In fact, they based five-year budget predictions on it.
Now they are going to increase the millage rate damn near 50%! Its just another Darwin-in-waiting Award based on multiple $0.39 solutions.
