strange discoloration on bottom 10 inches of screen

When viewing a movie at 720p( 16*9), on bright scenes, there is a band across the entire length of the bottom of the screen, about 10 inches wide, that is slightly lighter than the rest of the image, but very noticeable. If I increase the width of the screen, the band moves lower down, but remains. When I look into the tubes, I can only notice this band on the green tube. It is no burn in on the tubes. Anyone know what could be causing this.

Sony bluray, hd fury, marquee 8500.

Do you see it on test patterns? Do you see it at reduced contrast?

The contrast is set at 5, it looks like it's always there, but not visible on dark scenes. Not visible on test patterns. I'm wondering if it has anything to do with the input board.
