Will this work with a BluRay to a Non-HDCP compliant TV?

Sure, the OPPO HM-31 Certified HDMI 1.3 and 1080p Switch will work - it's the one that comes up the most in a lot of forums as the most tried and true HDMI 1.3 switcher.

It'll pass or not pass HDCP info if it's present. If there's HDCP info and your TV is not HDCP compliant then your TV won't display anything. That has nothing to do the with the switch. Otherwise you need something like Moome's MUX-HD. See: www.curtpalme.com/MUX-HD.shtm

Lot of people also use the monoprice, did you not recommend because it occasionally has problems? Pretty cheap though:

Correct. I've heard of too many problems with monoprice to recommend them wholeheartedly. It may be only the older HDMI 1.1/1.2 switchers though. Their new HDMI 1.3 switcher (a little more expensive) may be better.

You definitely don't need to spend $200-400 on one to get something good though.

Well, my issue is my 3 year old Phillips TV is HDCP non-compliant. So I need something to fake out the HDCP requirements.
The only thing I see that does that is this: Moome's MUX-HD, but it seems to be in short supply. So I was looking for other alternatives.

Does your display accept VGA (RGBHV) and/or DVI-A or only component? If only component, than other solutions will require a VGA to component transcoder such as the one from Crescendo-Systems.

It is not in short supply. It's shipping now. You'd have it in a week or two.
